Test case for gettext with manually set LANG

Trying to make gettext() work from an ordinary R script (not a package) on Linux (Ubuntu x64), setting the language manually with Sys.setenv(LANG = lang).

It works on Windows, but not on Linux.

This is in R version 3.3.1 (2016-06-21)
